  15. <p>    Dick Cheney is perhaps the only good thing to come out of
  16. the John Tower mess. The six-term Wyoming Congressman and new
  17. Defense Secretary-designate is many of the things Tower was not:
  18. a gentlemanly lawmaker whose low-key style belies his tenacity;
  19. a conservative who wins plaudits from colleagues in both
  20. parties; a straight arrow whose spotless personal history
  21. includes a 25-year marriage to his high school sweetheart Lynne
  22. Cheney, 47, head of the National Endowment for the Humanities.
  23. Cheney, 48, even passes the all-important Sam Nunn character
  24. test. The Georgia Democrat hailed him as "a man of honor and
  25. integrity."

  27. <p>    Just as important, he is an old friend of George Bush's --
  28. a key asset in this presidency -- and has ties to two other
  29. Administration power centers. While serving as Gerald Ford's
  30. White House chief of staff in 1975 and '76, Cheney worked
  31. alongside Brent Scowcroft, then as now the National Security
  32. Adviser, as well as Bush's Secretary of State James Baker, who
  33. ran Ford's 1976 presidential campaign.

  35. <p>    After Ford's defeat, Cheney returned to Wyoming, where in
  36. 1978 he won election to the state's sole congressional seat. His
  37. path to the Senate has been blocked -- Wyoming has two
  38. entrenched Republicans in Malcolm Wallop and Alan Simpson -- so
  39. Cheney has concentrated on climbing the House leadership ladder.
  40. Voted minority whip last December, he was considered a likely
  41. successor to minority leader Bob Michel. He defended the Reagan
  42. Administration during Congress's 1987 Iran-contra investigation
  43. and joined several G.O.P. colleagues in a harsh dissent from
  44. the panel's final report.

  46. <p>    Cheney's principal drawback is his health. He had his first
  47. heart attack during his initial congressional campaign, and two
  48. more followed before he underwent bypass surgery last August.
  49. Cheney -- who said last week that he got his cardiologist's
  50. O.K. to take the Pentagon job -- generally shrugs off questions
  51. about his condition. "Some people are short, fat and ugly," he
  52. told the Casper (Wyo.) Star Tribune last year. "I happen to
  53. have coronary-artery disease."

  55. <p>    His other shortcoming is a lack of experience: though he
  56. spent five years on the House Select Committee on Intelligence,
  57. he has never been a member of the Armed Services panel, has
  58. never performed military service or worked at the Pentagon. But
  59. in the wake of the Tower tempest, lawmakers on both sides of the
  60. aisle anticipate a quiet and speedy Senate review. "This time
  61. it will be a confirmation," said Senate minority leader Robert
  62. Dole, "not an execution."
